Google play doesn't update apps

hello, i have 5.0 lollipop, google play doesnt update apps and doesnt show notifications for update waiting apps. when i clear data and cache for GP it shows notification for only "one time". when i restart phone it never shows anything

i even tried factory reset but didnt help. i tried clear data and cache for GP Services too.

I am sure this problem is about the data that Google Play using. when i clear data it starts to show notifications . then i open Google play, it asks me about agreements and campaigns, i select accept and problem starts.google play writes first data after first usage, then stops auto updating and show notifications.
