Google Play Error msg: You do not have any devices

I bought an Android TV and want to install an app. I go to Google Play (using my browser because I do not have Google Play App on the Android TV). I sign in to Google Play and attempt to download e.g. Whatsapp. But having signed in Google Play notifies me that "You do not have any devices". If I press install anyway (for any app: e.g WhatsApp) I get the message: "This Google Account is not yet associated with a device. Please access the Play Store App on your device before installing apps." I read somewhere on the net that the way to get a device associated with my Google Id is to download any old app and it will then be associated. BUT I cannot download any apps.

Which Android TV do you have? Chances are that it's not certified for Google Play. Did the TV come with its own app store?
