How did you download the music? Did you get it through the Play Store? I download my music from somewhere else and I can play it in the Google Play music app while still being able to save it on my SD card.

unfortunately you still can't move offline music as Google play music is locked to the phone memory. you may be able to with certain custom roms but I'm not sure.
