Google Play Services on Galaxy S4 is installed but not recognized. How can I fix this?

Google Play Services on Galaxy S4 is installed but not recognized.

I have a Samsung Gal S4 on Verizon. Software updated and the phone says I need google play services. Went thru the web to install since the play store did not work, and says that the play services is installed on my device? At a loss as to how to either turn it on or find it. Any help would be appreciated.

Welcome to Android Central! While an Android device is busy downloading and installing the latest Google Play Service (which should be automatic), you may get error messages like this. They usually clear up after a few minutes, when the whole process is complete. If it's still going on, have you tried rebooting?

Thanks. I did a hard reset of the phone. Seems to be working fine now. I did reboot several times ... To no avail.
