Kudos for going back and forth with Google. I couldn't find out how to contact them. Still having issues, can't purchase anything. Google help me give you money!!!
Do you have multiple google accounts on your device? Did you recently switch one of your accounts to the other login? In the Play App, click the Play Store shopping bag on the top left. Switch to the other login and see if that resolves it.
Under Settings/Date&Time, uncheck the "Automatic date & time - Use Network-provided Time" and "Automatic time zone - Use network-provided time zone".
One retry for the Play Store and it's now working.
Not ideal, but it worked for me.
I'm not able to connect to the play store.. It says "connection Timed Out"... Retry.. AT&T Samsung Note 3
I have cleared the cache, data, force stop also uninstalled play store updates, Checked time and date, and everything else I can find in searches to do..
The strange thing is it still auto updates and I can type in the search bar on the play store search option and open it that way...
I've tried it with WiFi and network but nothing works.. Continue to get, "Connection Timed Out"... Retry..
Running Nova Prime Launcher..
I have done system backups in nova but not sure what I will loose if I do a restore..
Any help appreciated...

Haha! My bad. Is everyone here still experiencing the issue? I tried Google Support and she literally gave up lol.
It has been happening for a month on both my Moto X and Nexus 7. I have given up.
I called Google Support again. They are escalating the issue.

Hi, I got my timed out issue settled. (Samsung Note3)
I used to get Google Play working on WIFI only, then this morning even WIFI hit the same error.
This is how I get it working:
go to Settings>>General>>Accounts>>Google>>Click on your account email address>>Remove Account.
After you remove the account, leave it with no account, then get into Google Play apps, it will prompt you to create new account or login with existing account.
Login with your existing account, and its working. Tried on WIFI & LTE, both are working fine now.
