when I reset my android tablet 4.0, do i have to resign back into google play store apps , as like this is the first time again?

If you do a factory reset of the tablet, it will be as if you got the tablet brand new. You'll have to link the tablet with your Google account when it comes back on, but once you do, you'll be able to install all of your previous apps from the Google Play Store.
