Google Translate Tap-to-Translate not working. How to fix?

Samsung Galaxy Tab S3, Android version 9. In the past, I could copy text in any app and it would pop up a floating Google Translate button. Touching the button would translate text. Now, copying text no longer evokes the button. I can't seem to fix this in the Google Translate settings, no combination works. "Tap to Translate is on" and always has been (for a long time). There is a separate setting, "show floating icon," but if I turn it on, the icon is there ALL THE TIME whether I want to translate or not... and the text I've copied is not automatically put into Google Translate. How can I restore the normal behavior?
 
Which keyboard you using?
Have you checked settings>general manament>text to speech and keyboards
