Google Voice voicemail not working after Oreo

After I upgraded my S8+ to Oreo my voicemail switched back from Google Voice to AT&T and it won't let me switch back. When I click on the Voicemail Provider link all it shows now is My Carrier. My wife just got a new S9+ and it won't let me set up Google Voice voicemail on it either. It seems that Samsung Oreo broke this functionality.

I found a workaround in the help section of the Google Voice app. It involves going to Voice via your pc browser and updating settings there. Annoying and it still doesn't show Google Voice in my phone settings but it worked.
