Well, I have checked on this and some versions of the Note 3 support tap & pay and some versions of the Note 3 do not, even if you are using at least OS 4.4.3
Could you please go to ‘Settings’ and check if ‘Tap and Pay’ is listed under ‘Device’?

The Note 3 that has HCE security chipset will work and that is required for tap & pay.
I'm afraid, It seems your Note 3 does not have HCE chipset.
I request you to please check with the manufacturer if they can help you in this regard.

I have checked on this. Knox is not same as HCE chipset.
I'm afraid that your current version of Note 3 does not support NFC tap and pay. I would request you to get in touch with the manufacturer to check the options of enabling NFC.

Tap and pay will work with Android 4.4.4 and above. However, for Note 3 it also needs NFC.

I have NFC which has been doing NFC using softcard for the last year.

Well, usually tap and pay works with NFC, however in your case as it is not listed under Settings, and so the tap and pay is not supported.
Here it needs the HCE chipset for your device.

I agree to your point that your device is fully updated, however with out HCE chip set it will not support tap and pay.

Since you already have compatible Android, I do not see any issues with Android.
The only feature that is missing here is "Tap & Pay" in your device. Now, some versions of Note 3 has Tap & Pay where as some other versions do not have.
That is the reason I am requesting you to contact the manufacturer to check if they can upgrade your device.
