Google Wallet Problem?

I purchased a Galaxy S II LTE last week and found a lot of free apps. Some apps I was looking at were paid apps. This isn't a big deal to me, as I have a Debit Visa card which can work on the store (per the website). However, it declines the card every time. I realize this happens, so I purchased a pre-paid Visa card. It is still declining the card, even though I have every piece of information written correctly (I've checked about ten times).

Anybody have any ideas?
