Tried figuring out how to file a complaint with the FTC and FCC but man their sites are a PITA to deal with.

That is actually incorrect. The rules for the 700 megahertz spectrum have nothing to do with whether or not Verizon cab block apps like Google Wallet. It's about them not being able to block the use of alternative tethering apps. Much has been written about it....
