Google Web History can no longer be removed

To remove the "Web History" product from your google account, you would have to:

1. Log into your Google Account.
2. Click on Products on the left side.
3. Click on the small blue Edit link next to the text Your products.
4. Click on Remove Web History permanently link under Delete a Product.
5. Put a checkmark by the Yes, I want to permanently remove Web History from my Google account. option.
6. Type in your Current password.
7. Click on the Remove Web History button and it'll no longer be displayed under Your products.

I was always able to do this whenever the "Web History" would magically turn on by itself, but as of yesterday (5/26/13).. I can no longer do that anymore. Google made a stealth change to the Delete a Product page by removing the Remove Web History permanently link. Did anyone else notice this?

For now, I'm only able to turn off "Web History" by going to the "Manage your web history" link, but I'd rather have it removed completely from my account.
