Today, I attached my phone to my computer via USB to do some transferring.

While going through the folders of my phone, I found this in my Download folder:

I did NOT download this manually & have NEVER heard of the National Women's Law Center or have even been to any website concerning Project 2025.

In my opinion, this is SPAM!
NO ONE in government or political circles should be allowed to download anything to our phones without permission.

There should be a way for phone users to mark these types of downloads as Spam & to even block the websites they come from.

Unfortunately, this type of crap is going to get much worse in the near future.

I highly doubt that was downloaded to your phone without your consent. It's possible you may have tapped a link for that while browsing, either on purpose or by accident, and it led to the PDF being downloaded. With Chrome on Android, viewing a PDF file always requires the PDF to be downloaded -- it's not like Chrome on the desktop where a PDF file can be shown in a browser tab without downloading the actual file.

Problem is:
1. I don't use Chrome itself, I use Vivaldi (which is Chromium-based).

2. I was NOT using my phone at the time the download occurred.

I was busy with house work & I just checked my phone, there was no phone usage between 10:50am & 12:38pm

Since Vivaldi is Chromium-based, it probably functions similarly to Chrome. Can you test any random PDF link to see if it requires downloading the PDF file in order to view?

The "Modified" time/date might have more to do when it was copied (since you're viewing that using your PC). If it's still on the phone, look at it using your File Manager, and bring up the File Info -- there should be a date and time associated with the download.
