GPS polling

Some app on my Droid 4 has recently begun polling the GPS every two minutes and sending the location info out. Two related questions:

1. How can I identify the offending app?
2. Is there any way to restrict GPS access on an app-by-app basis? I can only find one global setting for apps to use it or not.

Of course the obvious question is have you installed any new apps lately that have access to your GPS in the permissions, or updated any apps that added permission to GPS?

Not that I can easily identify. When I long press on the notification that it's pooling the GPS and select the app info, it says that the app is the System UI. That confuses me.
