GPS signal indicator always on

I haven't had this issue before but my GPS signal indicator is always on. I thought this only goes on when its in use.

IF you reboot your phone is it on immediately?
Ive had mine stay on before if i was using an app that used GPS but closed the app before it was done finding me..

I have the same issue and it does not matter if I restart the phone or not. I am also using an app killer to kill all running apps. Killing apps does not fix the issue either. I upgraded to ICS a long time ago, but have only recently gotten this problem. The only thing I have not done is a reset to default settings.
