GPS taking too long to poll location?

Hi all. I've been having a bit of an "issue" for a long while now, back with my previous phone the Droid Razr and now this one. It seems like the GPS just isn't able to poll my location quick enough. So apps like Google Now and Assist just don't recognize where I am at the time and instead are defaulting to the cell tower miles away. So I'm always getting "Time to home" cards when I am at home, traffic cards for places I'm not at, and home detection with Assist obviously isn't working either.

I can observe this happening when I open Google Maps. The blue dot for maybe 3-4 seconds is miles away with a large radius around it, then about 5 seconds after opening the app will it lock on to where I am. So GPS does work, it just seems that apps like Google Now and Assist don't seem to be waiting long enough for this to happen and as a result I'm always being positioned where the cell tower is making their functionality utter useless...

Anybody have any location issues similar? I'm not sure if it's the area where I live or what, but it'll happen anywhere I go in my area. I've used GPS testing apps, and there's definitely enough satellites in the sky.
 
I notice the "time to home" card when I am already at home once in a while but if I swipe down and refresh Google Now it goes away. Only other thing I can think of is go into your settings->location->mode and you can change the accuracy setting to see if it makes any difference.

Google Maps locates me near instant on Device Only yes, but then Google Now and Motorola Assist tell me that High Accuracy is required for their functionality which is a bummer because device only seems fastest.
