Green box moves from widget to widget, then forms around words and paragraphs

It sounds like either an Accessibility feature or a Developer Option. Go to Settings>Accessibility and see if anything there is turned on. If not, then go to Settings>Developer Options (if they've been activated on your phone), and see if anything there is turned on.
