I am unable to use Google play store,YouTube or gmail because when I try ,it says it needs Google play services and its updating. I went to settings/:apps and Google play services is not there. I cant do anything in play services with it updating.

Have you already tried restarting the tablet? Sometimes this kind of problem is only temporary and a restart and a bit of time will fix it.
