Starting about 2 days ago, the haptic feedback has been randomly turning off. It started after I installed Clean Master. I uninstalled the app to see if that was the cause, but it is the still doing it. It will sometimes come back on its own. And it will come back after a restart. Is there anything else I might try before I do a factory reset?

Try clearing the cache through Recovery. Follow this information guide prepared by Golfdriver, and let us know if it helps: http://forums.androidcentral.com/ht...ow-reboot-into-stock-recovery-htc-one-m8.html

Note: Make sure to clear cache only, and not data.
