Have to select Bluetooth or Speaker before call goes through ?

I am a Verizon customer and I have a Google Pixel XL2 phone. When I make or receive a call, there's a delay and I have to select whether I want to use the phone, Bluetooth, or speaker before the call will go through. Why is this happening and how do I stop this from occurring?
