Depended on its “Battery Saver” Mode, Clean Master can easily guide users to authorize their accessibility features on smartphones. This aims Clean Master to observe your actions and retrieve window contents. While users switch on the low power mode, the accessibility feature is being activated as well. As mimicking users’ manipulation, Clean Master is able to FORCE STOP applications which are not on the whitelist. This indicates that users will no longer receive any push notification from blocked applications unless they activate them manually within launcher. Meanwhile, users may miss important push notifications from those misbehaving applications.

Any app by cheetah mobile is highly suspect. They are unscrupulous, careless with your data (selling it to the highest bidder), avoid them like the plague.
In any case, Android is very efficient at housekeeping and apart from the occasional cache partition wipe, you don't really need to "clean" anything.
The cache in apps "remembers" what you did last time and it's used to boot it up faster next time. Clearing cache means the app starts again from scratch, actually slowing your device down!
The other issue is that a lot of these "cleaning" apps can "clean" program files leaving a malfunctioning device for you to deal with...

As others have stated above, I would steer clear of this and other like-minded apps. Tried Clean Master once and it actually hurt my phone more than it helped it.
