HELP! Galaxy S3 will only charge when connected to my computer?

I've changed the cord, the USB port and reset everything. My computer is refurbished so I was thinking maybe it's a program I need but don't know where to get it(for free) please help

Welcome to Android Central! So it isn't charging when plugged into a wall outlet--only your computer's USB port? I would try a different charging block (i.e., the plug that goes into the wall). That component can fail as well. If it's charging through your computer, the cable isn't the problem.
