Help me out with this sound feature?

I want to use the "droid" alert noise. You know, the robotic voice saying droid. Using a gs4. Id like it to be my text tone and unlock noise.

First you'd need the alert audio file (I use Zedge for that). Then place the file in the Notifications Folder and you can select it as your text tone in the Settings. As for the unlock sound, I don't think you can change that one without root or changing your locker.
