Help i really need help my download manager has been uninstall please how could get it back i. Can not download anything from internet and play store please help and help what rom

Welcome to Android Central! What phone do you have? Are you rooted? Are you sure the Download Manager isn't simply Disabled? Go to Settings>Apps>Disabled, and see if Download Manager is there. If it is, select it and tap Enable. If you are running an earlier version of Android, you might have to go to Settings>Apps>All​, and scroll all the way down to see the Disabled apps.

I am using sony xperia c i have already search it it is not there i have unninstalled it with titanium backup my phone is rooted please help

The only thing I can think of is to reflashing a stock ROM.
