HELP my nexus 4 please

my friend formatted system, cache, and factory reset on my nexus 4 and I cant go past the boot screen when it shows google sign. my laptop does not recognize the device. would a flash drive work? and if anything I can do to fix it please let me know it would be really appreciated

Follow 2def's guide to restore or grab wugs toolkit and go back TO 4.2.1 and take the ota

I had a similar issue of freezing on the boot screen. Followed 2def's guide (sticky in this forum) and was able to fix it. After the flash I also had to lock and then unlock the bootloader again.
