Help, P20 Pro will not give option to "reset all settings"

Under settings, system, reset, P20 pro has 3 options, the first on list of 3 is not highlighted, I don't want to do hard reset or network. Only want to reset all settings, how do I get round this.

In the meantime, are you using a third party launcher, like Nova Launcher? Launchers usually have a lot of tweaks and they can block changes to the stock launcher including resetting the stock options.

Do any apps have Administrative control on your device? I'm not sure about the P20 but on my device I was able to find it by typing Admin in the settings search bar, and it was labeled Device Admin Apps. Disable anything there that isn't Huawei or Google.
