Question Help please

Have been using Samsung j2 wirelessly (no phone service) have important info can't afford to lose.
All of a sudden whatever you touch forms a blue line around it and you can't scroll.
I have read all of Samsung solutions but they only work if you can scroll.
And help would be greatly appreciated.
