Help reinstalling anderoid

So I am a complete noon when it comes to android. I use WebOS, but my close friend has a stood. Her phone is messing up and we have done resets and wipes to no avail. I know with WebOS I can download the OS and do a fresh reinstall. How would I do that for the Droid? I did a search for reinstall and couldn't find anything. Please let me know, thank you!

If the factory data reset doesn't help then something's wrong with the device itself.
