Help! "REMOVE APPS" is using up data!

I just got the Samsung Galaxy S4 2 days ago. On my data usage screen, it says an app called "Remove Apps" has used almist 700 mb in that time! It wont let me disable it from there, and when I go to App manager, I cant find it! Can someone help? I have a screenshot, let me figure out how to post it.

When you uninstall an app that has used data, the amount of data that it used gets lumped into Removed Apps. The amount is cumulative.

If you had two apps that each used 50MB of data you would normally see both apps listed. If you uninstalled both apps, they would disappear from the data usage listing and you would have a new listing for Removed Apps showing 100MB.

Did you try out and uninstall any games?

I did. And I uninstalled a bunch of crappy apps that came on my phone from my locsl provider. Ive not seen it today, so hopefully I wont see it again?

Use ES file explorer and manually go through your internal SD card. Delete everything you can; or even copy and paste everything that isn't tied directly to the system onto your computer. Pictures, old APKs, video, backups, .zips(those take up a huge amount of space), music, etc. Also look into SD card cleaners as well as App 2 SD. Use ROM Toolbox's app manager to delete unneeded system apps.
 
That really does not seem fair .I use data when I play a game. That is part of my monthly data then when I uninstall the game they take away the data a second time. Data that they had already put toward my monthly alotment. I am going to try turning off my data from now on when I uninstall any and all apps and games .
