No you don't need to root again.
You are booting into the recovery, which is what you want to do, but it sounds like you installed the wrong recovery. It should look like this:

It sounds like you might have installed the stock recovery which should make things 10 times harder for you now. The good news is that the boot loop issue is solved. The bad news is that you can't easily reinstall any rom.

I know it says it is for rooting but in actuality it installs the stock rom in a rooted state. Follow his guide.
Your other option is to figure out how adb works and try to quickly install the correct recovery while the phone is stuck at the VM logo.
Don't worry about. We all had to start somewhere. I'm not sure what went wrong. Follow the fastboot method and you should be ok. It takes care of all the commands for you. You just need to install the drivers.
i clicked hte fastboot link, dl'd it and watched the video (hes doing it from a working phone with usb debugging enabled) but i tried to open it and chose option 3 (revert to stock) and about 10 lines of code appear and dissapear in like .01 of a second. Im doing all of this with my phone at the virginmobile screen. and after that nothing happens on my phone side or in the command prompt window. it just says please make your selection :\ again
under device manager it says GOOGLE mass storage usb device with no yellow ! or ne hting. right clicked and said update drivers and let windows scan, and it says its up to date.Make sure the drivers are installed correctly and that you can see your phone in device manager under ports.
I honestly don't know if this will work because I don't know the exact state of your phone, but this is the simplest way to approach this.

The link you posted shows the commands that asadullah's tool types in for you, but you need to fix the driver issue first.

hopefully your still up. i did option 2, flash the full package. my phones now at android system recovery with the recovery process's listed again. at the bottom it says build : RA-thunderc1.1.0-gnm
