I've read that I need to wipe my phone before I install a ROM (already rooted). Do I have to do this process still if I'm using the CW ROM Manager?

Well, it's better to reboot into recovery and do all of this there. Best to make a backup and save it to your SD card first.

I've already been doing some backup work using titanium. I just need to do important apps that have data and the other critical data correct? Then I should wipe and install the rom? (Would I use the ROM manager for that still?)

Titanium and a ROM backup in recovery are two different things. Otherwise all flashing is better done in recovery.
