Like idk what happened to my phone but this thing just popped up. Does anybody know how to take it off?

Well more info would help. What ROM are you on? Looks to be an ICS variant. My guess is you activated some developer setting that tracks screen touch inputs. Try looking there for a setting that may have been activated

Goto settings / developer options /uncheck pointer location.
