If screen doesn't timeout after being set and reboot doesn't work...
As u would notice on more recent samsung smart phones: there is an option - after choosing ur preferred settings - to click on "apply".
This executes the new settings, but since u won't have that as an option: what I did, which is advicable to try is, "go to another setting like 'battery power saving' mode that has 'Apply' button after setting and select 'Apply'"
This will not only execute ur new battery power saver mode but also execute the screen setting timeout period.
