Welcome to Android Central! Which phone? It has to support MHL or Slimport (and use one of those adapter cables) in order to mirror the screen to the TV.

Oh i know his device and TV.TV is Phillips 4200er serie and Android OS is 4.4.2 device is samsung galaxy young 2.I am his friend and i have same problem.Tnx

As far as I can tell, the Galaxy Young 2 does not support MHL or Slimport:
