When does the status bar actually hide? and is there a way to make it hide?

Certain apps will house the status bar for you in the app like Netflix and typically games.

You can also hide the status bar on the home screen with most launchers in the play store. The most popular one being Nova Launcher. It's amazing. I recommend it.

Too bad chrome doesn't house it.
