Hisense F30 Pureshot Lite : When Booting Up Always Asks For Pattern

When I Press Power Then Phone Boots up after It Successfully Boots up It Always Asks For Pattern and then After Inserting the Correct Pattern It Says :
"Optimizing Apps 1 of 2"...
After Its Optimized the Whole App The Phone Restarts Again And Asks For Pattern Again.
And Its Just Happen Recently When my Dad Boots up His Phone
So is This Bootloop or Something Else???
