Swipe up to bring up recent apps, swipe one away, and then immediately hit the home button (or the back button for that matter)..... Nothing! Not even haptic feedback.

This bothers me beyond belief.

Trying doing a quick "reset all app preferences" instead of the full factory reset. If that doesn't work then do a full factory reset and if that still doesn't work get a replacement. If you do a full factory reset be sure to backup your data first accordingly.

I would try a factory reset and if that doesn't work get an exchange. The only issue with going for the RMA after the factory reset is convincing them not to make you do another factory reset prior to the exchange cuz that's one of their troubleshooting steps.

can also put in safe mode see if it goes away and no 3rd party apps causing issues

Safe mode made no difference. Have you guys tried it? I think it happens on all of the Pixel 3 XL phones.... Just a weird quirk.

Certainly doesn't happen on my Pixel 2 XL, but I also don't have Gestures turned on. I'll give that a whack and see if the behavior is any different.
Edit: nope, no difference with Gestures turned on. Must be an artifact of the memory management issue on the Pixel 3 series.
