Just unrooting, no, but if you wipe and/or flash another ROM most likely.

Ok, here we go. I used SQLite Database Browser (SQLite Database Browser | Free Development software downloads at SourceForge.net)
Pull the file from your phone and save it to your computer. It works best if you use a file explorer like ES File Explorer and save a copy to your SD card, and then transfer to your PC. Then, before you take any more steps, make a copy of it on your SD card named settings.db.bak in case something goes wrong and you need to undo what you did.
Then, open SQLite Database Browser from where you downloaded it.
Open settings.db:

Select global:

Click New Record:

Double click in the new fields of the new record and make them match below:

To do this, just type in the big text box and click Apply Changes. No extra spaces or carriage returns:

Put the file back on your "SD card," go back into ES File Explorer, and push it back to /data/data/com.android.providers.settings/databases/ and reboot.
I can confirm that although hot spot starts, and devices get an IP from my Nexus, they cannot get to the internet. This is 32gb black on Sprint.
I don't have this folder com.android.providers.settings so I can't locate settings.db....help?
Never mind I'm an *****. Realized I need to find it using a root browser. I also had difficulty opening sqtlite browser on my desktop...I couldn't find the actual program itself just a bunch of files....I'm sure I was missing something. I remember reading I need qt something. Anyway I ended up just buying the sql app for 2.99 and did it through there and voila ..tethering re enabled. Thanks guys.
I'm using a root explorer and I still can't find that folder nor settings.db. Any ideas?
Edit: Lost root when I sideloaded 4.4.1 and did the ota of 4.4.2. Changed all in SQlight, but when I rebooted, I'm stuck at the boot animation. Not sure what to do from here.
Reboot into recover. Hold power on + volume up. When recovery loads hold power then quickly press volume up then let go of volume up to get the recovery menu. Use volume buttons to factory reset and wipe cache. Reboot and see if that fixes the device.
If not, you'll need to restore a factory image.

No problem. Glad to see you are back up and running.Did have to do a wipe and reinstall to factory. Had to reroot and got done all my apps from installing. Apparently I forgot to change some permission on that file when I placed it back so that messed up a lot. Going to work on it at home when I focus all my attention to that. Thanks for the advice.
This might sound like a newbie reply, and if you're asking something more technical than this, sorry. Lol
I have T-Mobile's unlimited plan which includes 2.5 GB of 4G tethering, and it works without needing an additional app (for me, anyway... But again, maybe I don't fully understand the question).
To create a hotspot, I go to Settings-->More-->Tethering and portable hotspot.

I have T-Mobile also and even though they gave everybody free mobile hotspot but every other carrier makes people pay extra. Hell even we still gotta hack to use it past 2.5gb.

No it isnt as u can tell in my sig but I have good experience in nexus phones having used all but the 5. And u don't have to root to use the hotspot u just have to to use it unlimited.
