I think Canadian carriers disable the Mobile Hotspot option in the quick access so you either go through the longer process to go to Settings>Connections>Mobile Hotspot and Tethering to enable it or as the other member suggest you need to use the Developer options to put the option back via command line. There are both articles on the web or vids from youTube that you can refer to.
