Maybe I missed it, but what app are you talking about? Screen shots would help, but I'll look into it if you just let me know what app and any additional information you might think I may need.

That looks very close to the ToolBox icon that was floating before in previous Touchwiz version, it seems that it was removed on the S6, but now that seems to be related to what it was the Menu/Properties once in an App. It seems that Apps that hasn't been updated to use latest Android APIs are missing the Material design Menu button or options, then this strange circle that you mention is suppose to provide the Menu and Properties options on such apps.

Took advantage of the same promotion. Got a $100 instead of $75. Probably could have gotten more selling it myself but my time is worth something and I don't have time to do it.
