How are several "multi-workout" tiles added to Galaxy Watch 5 Pro?

I have been trying to add many "multi-workout" tiles to the Galaxy Watch 5 Pro. It seems that only one tile with three work outs (and one "more" button) can be added. The Watch 3 and the Gear S3 Frontier (I didn't have the 4) allowed one to fill all 15 spaces with multi-workout tiles if desired, each with four workouts until the last tile, which had the fourth spot as "more".
