Try Settings, Lock Screen, Customise, Contact Info For Lost Phone.

Or, if you want an icon to press to make a call, long-press the screen, go to Shortcuts and look for Direct Dial. That's a widget that will take you to Contacts to choose a contact (and phone number if that contact has more than one) and give you an icon on your homescreen that will bring up your phone already dialing that number. (I have a few of them in a folder on my homescreen, including 911 (or I believe it's 211 in Europe - the emergency number). My ICS (In Case of Emergency) number too, in case I'm ever found unconscious - that's the contact emergency responders look for if you can't communicate.

999 has historically been used in the UK, but 112 also works everywhere in Europe since it was set by the European Commission. I think 911 would work here as well.
