How can I boot my cell signal?

when i'm moving around town, i assume my moto 360 tracks my heart rate to determine if i'm walking, running, or biking, as opposed to my GPS location changing because i'm sitting on a bus or in a car.

but my building has a gym in the basement where cellphone service (and WiFi) are sporadic at best.

can the Moto 360 not communicate my elevated heart rate to my phone (3 feet away) when it can't send the info through a satellite?

am i doing something wrong? i've been stationary-biking 10 miles a day, and my watch thinks i'm on the couch...

help?
