How can I delete a Google Account on a phone I just purchased?

Google Verify Account

I bought a nexus 6 from somebody on Craigslist everything seemed good at the meet up I checked the phone out. Looked good. So I get home to set up the phone is asking for a former google account linked to the phone so I just typed in my info but it looped back. So can anybody tell me how I can get rid of this. Will rooting it help? (Tried calling the guy back no answer then number not in service) yes I have hard reset and wiped cache

Have you tried factory reset? This is the first thing I would do with a second hand phone.
