data connectivity issue on an LG FLEX 2

hi I'm from the philippines and I using a smart postpaid plan.. I have the phone for 2 weeks now and I still can't get online. I already did a soft reset on the phone and checked APN (even restore to default) but its still the same problem I cant connect. However, when I turned on the tethering mode, my other android was able to connect and freely browse the net.. I need some expert advise in fixing the issue

Welcome to Android Central! What happens when you try to use the browser? Do you get an error message?
