Contact the developer with full details (if there are any more than that), making sure that you're running the latest version. (There's nothing a developer hates more than someone complaining about a bug he fixed 3 versions ago.)
Then use a different camera app until that bug gets fixed.
If you're talking about the Korean Galaxy S3, and the stock camera app, contact Samsung. (If it's been working all this time, I'd suspect a bad camera module. They're not terribly expensive to replace. I'd also suspect a programmer who doesn't know how to trap errors properly - you should never see a message like that. Maybe "Sorry, the camera has failed" or "Sorry, the camera app has failed", but not an error by an error handler - that doesn't tell the average user anything.)
