How can I fix my LG Viper that is stuck on the 4g LTE screen?

lg vipor stuck on 4g lte screen.....

my phone wont start up past the 4g lte screen and ive tried a hard reset but it also gets stuck at the android icon and nothing happens. my laptop wont recognize it either so i cant manually format it.......any help???
