How can I fix unknown IMEI on SGH-I467?

Hi to Everybody,,
I buy a samsung galaxy note 8.0 sgh-i467 but when I verify in about tablet I see "IMEI unknown , IMEISV unknown and BaseBand unknown" and Kies doesn't recognize my device.
I'd like to know if I can fix that and if I can unlock it for using it in my country Haiti?

I never figured out why this happened, but it did to my old S2. I took it to a lot of repair centers and all they could think of was replacing the Motherboard (which is as expensive as just getting a new phone). We tried re-flashing software, flashing different ROMs, nothing helped
