How can I flash a new ROM into my phone without root access?

So yeah, a week ago I restarted my phone and got stuck in a bootloop. So I decided to flash a new ROM, but Android Recovery Menu isn't working either, it just shows "No Command'. I understand that I can't access the recovery menu because I don't have superuser access. My phone isn't rooted, how do I flash a new ROM from my computer into it? Please help.

My phone is the Asus Zenfone Go ZB450KL, if that helps.
