How can I get Google Play Protect completely off my Android or turn it off and keep it off?

I have tried installing a third-party source app on my ZTE Z813 phone but Google Play Protect keeps deleting the app. I've tried disabling it but it gets turned back on. How can I get Google Play Protect completely off my Android or turn it off and keep it off?

Does it give you a reason why it's deleting the app? Given the function of Google Play Protect, I'd suspect that app is malicious.

I had my initial annoyances with Play Protect, but you should be able to modify the settings and make it so that it never removes any apps. It will still notify you in the Play Store updates page, but you can ignore it.
